A restrained foreign policy requires a powerful defense. The United States should possess the military, industrial, technological, and strategic capacity to protect the homeland, deter major adversaries, secure vital interests, and prevail decisively if deterrence fails.
An America First defense posture is neither militarism nor weakness. It seeks enough strength to make unnecessary wars less likely, while concentrating resources on capabilities that directly protect the United States. Readiness, deterrence, industrial capacity, and homeland security matter more than maintaining an unlimited ability to intervene everywhere at once.
The first responsibility of the armed forces is the defense of the United States: its territory, citizens, constitutional order, economic lifelines, and strategic freedom of action.
A military can become overstretched when it is expected to police distant regions, guarantee the security of wealthy allies, conduct indefinite counterinsurgencies, deter several major powers simultaneously, and maintain a global presence without clear priorities.
National defense should therefore begin with hierarchy. Homeland defense, nuclear deterrence, maritime access, cyber resilience, the defense-industrial base, and the ability to defeat direct threats to the United States should come before optional missions.
National defense begins at home. Air and missile defense, coastal security, cybersecurity, critical infrastructure, ports, the electrical grid, communications systems, energy infrastructure, water systems, and strategic transportation networks all contribute to national resilience.
Modern threats do not always arrive as conventional armies. Cyberattacks, sabotage, espionage, attacks on infrastructure, disruption of satellites, supply-chain coercion, and long-range missile threats can create strategic damage without a traditional invasion.
Maintain layered capabilities intended to detect and defend against limited missile threats to the homeland and deployed forces.
Harden energy, communications, transportation, water, and financial systems against disruption or attack.
Protect government, military, industrial, and infrastructure networks against espionage, disruption, and coercion.
Ensure that government, logistics, energy, and communications can continue operating during major emergencies.
Nuclear weapons remain the ultimate deterrent against existential attack by another nuclear power. The United States should maintain a safe, secure, survivable, and modern deterrent capable of convincing any adversary that a catastrophic attack on America would fail to achieve its objectives and would carry unacceptable consequences.
Deterrence is strongest when command-and-control systems are resilient, delivery systems are survivable, early warning is reliable, and political leaders possess credible options under crisis conditions.
Nuclear strength should be paired with diplomacy and arms-control measures when agreements are verifiable and preserve strategic stability. Deterrence and negotiation are not opposites.
Weapons, ships, aircraft, vehicles, ammunition, electronics, sensors, missiles, satellites, engines, and spare parts all depend on factories, skilled workers, suppliers, machine tools, energy, and raw materials.
If production lines are too small, suppliers disappear, key components come from strategic competitors, or stockpiles cannot be replenished quickly, military power becomes fragile. Defense planning must therefore be linked directly to industrial policy.
The United States is protected by geography but dependent on the seas. Trade, energy, military logistics, undersea cables, and access to allies all depend on secure maritime routes.
A credible naval posture therefore requires more than sophisticated ships. It requires shipyards capable of building and repairing vessels at useful scale, a skilled workforce, adequate maintenance capacity, merchant shipping, sealift, and reliable suppliers.
Rebuilding shipbuilding is both a defense priority and an industrial-policy priority. A fleet that cannot be maintained or replaced quickly is less useful than its paper strength suggests.
High-tech platforms receive attention, but wars are sustained through ammunition, spare parts, maintenance, fuel, logistics, and replacement equipment. A force that exhausts critical munitions quickly may lose strategic freedom even when its most advanced systems remain intact.
Defense planning should maintain adequate reserves of important munitions and preserve enough production capacity to replenish them at realistic wartime rates.
Maintain sufficient stocks and surge production capacity for high-demand precision and conventional weapons.
Ensure aircraft, ships, vehicles, and sensors can be repaired without excessive dependence on fragile supply chains.
Protect the transportation and energy systems required to sustain military operations.
Prioritize readiness and repair capacity over headline procurement numbers alone.
Military and civilian life now depend on digital networks and space-based systems. Communications, navigation, banking, transportation, logistics, intelligence, weather forecasting, missile warning, and military command all rely on technologies that adversaries may attempt to disrupt.
National defense should therefore treat cyber resilience and space security as core missions. Redundancy, hardened systems, rapid recovery, secure software, protected communications, and resilient satellite architectures can reduce vulnerability.
Technology cannot substitute for disciplined, competent, physically prepared, and well-led personnel. Recruiting, retention, training, leadership, family stability, housing, healthcare, and realistic operational tempo all affect readiness.
The military should maintain clear professional standards while making service an attractive path for capable Americans. Veterans should receive competent care and a workable transition into civilian employment, education, and skilled careers.
A large defense budget does not automatically produce a strong defense. Programs can become delayed, overcomplicated, or excessively expensive, while useful systems take too long to reach the force.
Procurement should reward speed, reliability, maintainability, competition, realistic testing, and production at scale. Sophisticated systems are necessary in many areas, but not every mission requires the most expensive possible solution.
Allies can multiply American strength, but alliances weaken when partners become permanently dependent on the United States for responsibilities they are capable of carrying themselves.
Europe, Japan, South Korea, and other wealthy partners should invest enough in their own military forces, stockpiles, industry, infrastructure, and readiness to shoulder greater responsibility in their own regions.
This is not hostility toward allies. It is an attempt to make alliances more durable by ensuring that obligations are reciprocal and that American resources are not stretched across every theater indefinitely.
No military, even the world’s strongest, possesses unlimited ships, aircraft, ammunition, personnel, maintenance capacity, or political attention. Trying to prepare for every conceivable conflict at the same time can leave the force insufficiently prepared for the most important threats.
Defense strategy should therefore reflect the hierarchy established in foreign policy: defend the homeland, maintain nuclear deterrence, preserve command of critical maritime and technological domains, prioritize the most capable adversaries, and expect regional partners to assume greater responsibility where their interests are strongest.
Defense policy should be evaluated through a clear set of national questions.
Military and economic strength alone cannot sustain a nation. The next section turns inward—to family, religion, community, education, civic institutions, shared norms, historical memory, and the cultural foundations that make national life possible.
